Governance International is a non-profit organisation committed to activating public agencies and their key stakeholders to achieve good governance. Their core competence is the development of initiatives which mobilise the knowledge, resources and engagement of citizens, business and community organisations .

The Carnegie Commission for Rural Community Development commissioned Governance International to contribute a written paper on the challenges for rural service delivery. We are delighted to announce the publication of this paper titled, 'Beyond Engagement and Participation.' This paper presents a conceptual framework for understanding the emerging role of user and community co-production and then illustrates how different forms of co-production have played out in a number of case studies of radical improvement of local public services.

This written piece will be used by the Commisson to assess how government departments, agencies, local government, voluntary and community groups and rural communities contribute to rural community development and to formulate reasoned recommendations on rural service provision governance models, acting as advisors.
