This flier gives an overview of Carnegie's Rural Programme in 2009.

The Rural Programme helps rural communities across the UK and Ireland to respond to and influence social, environmental and economic change. We work to ensure that rural priorities are fully recognised by decision-makers.

We do this by:

  • Securing the practical demonstration of Asset-Based Rural Development
  • Testing Carnegie's Petal Model of Sustainable Rural Communities
  • Hosting a Community of Practice for rural activists and professionals

A full events listing is enclosed for 2009 which includes a variety of seminars, conferences and festivals hosted by our community of practice partners.

This practical report takes an in-depth look into community-led service provision in rural areas.  It concludes a three year action research project by Carnegie partners, Atlantis Leisure.  Based on their experience of running an extremely successful community enterprise, the study examines the background of Atlantis leisure as well as three other case studies- Shannon Swimming and Leisure Centre, Chipping and District Memorial Hall and Kilwinning Sports Club.

The rural strand of the recent Community Land Trust National Demonstration Programme was funded by Carnegie UK Trust, the Housing Corporation and the Commission for Rural Communities. This report, published April 2008 and launched at the 2008 National CLT conference, forms the final output of the programme. It includes a foreword from Kate Braithwaite from Carnegie UK Trust.

The annual gathering of the Development Trusts Association in Leeds on 15th September saw the launch of the important research findings ‘Bearing Fruit: Good Practice in Asset-Based Rural Community Development. The study examines the experiences of seven rural Development Trusts to ‘see what works’. Importantly, the report identifies 10 specific characteristics of successful initiatives and focuses on the attributes of the people who are the driving forces within the Trusts. Amazingly, these individuals shared a great many of these traits!

The work of the Carnegie Commission for Rural Communities is now complete; their final report 'A Charter for Rural Communities' was presented to media and stakeholders in London on Wednesday 20th June 2007. The report includes the Commission’s Ideas for Action. The Commission sees central and local government, landowners, the Social Investment Bank, the Lottery distributors, Third Sector agencies, trusts and local communities working together to deliver these actions. New reviews of Asset Based Community Development

Asset Based Rural Community Development has emerged globally as a rejection of deficit regeneration models, where communities have to demonstrate all the things they lack in order to win resources. A community that inquires into problems will keep finding problems. A community that attempts to appreciate what is best in itself will discover assets. Asset Based Rural Community Development takes as its starting point these existing assets, particularly the strengths inherent in community based associations and social networks, and mobilises these, alongside tangible assets such as land and buildings, to create new economic and social opportunities.

This scoping study by Forum for the Future was commissioned by Carnegie UK Trust to review asset-based approches to rural development. Rural regeneration programmes often seem to use negative language such as “needs assessment”, “rural disadvantage” and “deprivation”. Forum for The Future’s scoping study looks at the reverse of this. FftF have investigated how rural communities identify all of their assets. They have aimed to find out what works and how to use and develop local assets to secure greater success for more sustainable rural areas.

New insights into rural service delivery

Carnegie Commission for Rural Community Development believes that the vibrant rural community of the future will enjoy equity of access to essential universal entitlements, the ability to shape quality public and private services and the opportunity for community led innovation in service delivery. One way in which this might be achieved is ‘co-production’ - where ‘users’ work alongside providers in order to design and deliver services. Professor Tony Bovaird has helped the Commission understand this concept and his report, to be published by the Public Administration Review during 2007, develops our understanding of the roles that communities can play in supporting services.
